His adoptive parents are entirely human? Nothing special about them at all? Can I query why they work for the Questing Association in that case? And not everyone on Earth follows Christmas as a tradition, remember - consider where these people are from, etc.
I don't mean to be horrible or anything, I just want you to think about the logistics of this. Everyone employed by the QA is special in some way, thus perfectly ordinary humans are not employed by the QA (Jessica for example, while being entirely human, has been enhanced making her a little bit superhuman, thus useful to the QA).
Also consider that if Franklin can't use his powers, and has minimal training (given that he's only 10), it is unlikely that he would be sent out on a quest; thus: if you want him to join he probably isn't being sent by the QA.
One last query: If Franklin will never be able to use his powers, because it makes him far too overly powerful/god-like (and this is one rule you absolutely cannot break under any circumstances: I will have HQ operatives come and weld that metal ring to the boy's head if I have to) why does he live at HQ? What is his purpose as a character?
Again, not trying to be mean, just trying to get you thinking logistically about this. Remember: The QA is an organisation, a business. Everything it does, while claiming to be for the good of the multiverse, is because the organisation gets paid to take care of problems the worlds can't handle themselves. Therefore, they run it in the most efficient way possible. Useless things are discarded, including people. They will not hire someone who will not be an asset to the organisation. Face it, if Franklin can't really do anything as a Quester (regardless of what you think the fighting prowess of a 10 year old boy is), he will end up in the stock room or something like that. While I admire the want to have a saiyan character, he needs to still be useful while not being god-like.
