Well, first off, it hasn't happened since the management change; but even before that HQ apparently didn't really like inter-office relationships – they tended to make people unfocused, with split loyalties.
Turns out Damien was right, there is a historical reason for it!
A few millennia back, under the old management, two Questers, Yosh and Eni, fell in love. They were out on a quest together when Yosh was killed. You might think ‘well, that could have happened to anyone’, but he’d been watching at Eni, not the people they were fighting. He was killed as a result. By the other Questers' accounts, it was a quick death. Anyway, Eni went into such a rage that she caused a war with that world, and her Questing companions couldn't stop her. HQ sent in backup to the world, and many lives were lost on both sides. The balance of that world was obliterated, and as a result, the QA couldn't remain a secret there anymore, so had to withdraw from that world entirely. No-one’s been back since that day, but there are occasional stirrings of a rumour that the destiny of the entire universe that world was in has been irreparably damaged as a result of that war and the QA’s withdrawal.
So, I suppose, to answer your question, Damien, the new management thought that if they kept you and Kina apart, or better yet made her forget about you entirely, they would avoid the potential for another war waged on the back of a lover's revenge.
