Ok, so I've been listening in on some of the older Questers, the ones who remember the old management. Sad to say, there aren't that many left...
Anyway, a couple of prompts and they're actually quite talkative, or thoughtful I suppose, about the old management.
Turns out the management changed quite soon after the 'Battle for Balance', which is referred to as the 'Great Battle for the Underworld' these days. New management took over because they thought the old management had handled the situation impossibly badly. It had been an all-out war, and a lot of the Questers had died. One or two even defected to the opposing side! Though I hear it wasn't their fault... Something about murderous rages and being provoked.
Anyway, before the Great Battle, the rules were far more lax. Management wasn't too fussed about how Godlike some of their Questers were back then. It was only when a couple of the most powerful ones went over to the other side during the battle that the people who eventually became the new management realised how dangerous some of the Questers really are. They actually hired outside assassins to kill some of them! (Remember I told you guys about that Quester called 'Flame'? She was one of the ones who defected. She and her assassin partner Begolas wreaked havoc on the QA forces! Though, in their defence, they were provoked into becoming their alternate selves. Sad thing about memory spells that backfire a little: something triggers the bad side and the good side loses control. What's worse, the good side doesn't remember afterwards. Flame and Begolas's evil selves were one of the most fearsome assassin pairs known to the multiverse! Fire and Ice combined! They were known simply as 'The Duo', and it took HQ centuries to figure out who they were! It was only during the Great Battle that they realised The Duo had been working for them all this time!)
But that's going off-topic.
Basically, Kina, the short answer is yes, the old management were not as harsh as the new one. But they weren't perfect. They didn't have so much of a problem with the whole relationships thing; they still didn't like it much, but they didn't go to extremes to keep people apart. They didn't spy on their Questers so much either, not like the new management.
The new management is brutal where they believe the old management got it wrong. The few Questers who remember the old management remember it fondly. They remember volunteering to become Questers rather than being forced. Though they also remember that, while HQ was a gentler, safer place back then, the multiverse as a whole was a lot more dangerous.
